FMJ, explosive and hollow point rounds are must have for Heavy Sniper, Pump Shotgun and Heavy Revolver (no exp on the revolver). SMG mk2 is fun for certain cars and missions. You might get a very minor advantage situationally, but reduced ammo count, clip size, increased price and inability to buy it as regular ammo makes it just a waste.
I mean... That's one powerfull gun. Higher fire rate, more accurate. Against which gun? The stealth mechanics in GTA honestly suck and there are way too many unintuitive differences, like stuff that you think wouldn't get you detected does, and stuff that think you would get you detected doesn't.
